The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program is authorized under Title IV, Part B of the Elementary and Secondary Education Act, as amended by the No Child Left Behind Act of 2001 and reauthorized by the Every Student Succeeds Act (ESSA) of 2015. The program provides federal funding for the establishment of community learning centers that provide academic, artistic and cultural enrichment opportunities for children, particularly students who attend high-poverty and low-performing schools, in order to meet state and local standards in core academic subjects such as reading, math and science. This program is also intended to offer students a broad array of activities and to include families and the community in the educational process.
The Hawaii State Department of Education granted a three-year award to Pearl City/Waipahu Complex Area as follows:
School Year 2020-21 (January 2021 to June 30, 2021) = $783,398.00
School Year 2021-22 (July 1, 2021 to June 30, 2022) = $1,467,058.00
School Year 2022-23 (July 1, 2022 to June 30, 2023) = $1,467,058.00
Total Award Amount = $3,717,514.00
Programming will provide opportunities for academic enrichment, including providing tutorial services to help students, particularly students who attend low-performing schools, to meet the challenging State academic standards.
Programming will offer students a broad array of additional services, programs, and activities that are designed to reinforce and complement the regular academic program of participating students.
Programming will offer families of students served by community learning centers opportunities for active and meaningful engagement in their children’s education, including opportunities for literacy and related educational development.

Objective 1.1 Regular program attendees (30+ days) will show improvement in reading/language arts scores and proficiency on Smarter Balanced Assessment, as measured annually based on previous year data. Sites will develop literacy classes using school-day curriculum or supplemental, research-based lessons in small groups. All lessons will align with the Common Core State Standards.
Objective 1.2 Regular program attendees (30+ days) will show improvement in math scores and proficiency on Smarter Balanced Assessment, as measured annually based on previous year data. Sites will develop math focused classes using school-day curriculum or supplemental, research-based lessons in small groups. All lessons will align with the Common Core State Standards.
Objective 2.1 Regular program attendees will show increases in school attendance and decreases in chronic absenteeism, measured annually based on previous year data. Our programs seek to build a culture of regular school attendance.
Objective 2.2 Programs will have enrolled students who attend consistently and regularly - at least 30 days of attendance - over the course of the school year. The sense of belonging, the connection to caring adults, and the academic enrichment that afterschool provides can make children more likely to go to school.
Objective 3.1 Regular program attendees will show decreases in the number of behavioral incidents at school, as measured annually based on previous year data. A role of the PWCA 21CCLC programs will be to support the social and emotional growth of students, and positively influence their personal development.
Objective 3.2 Regular program attendees will show positive social and emotional skills as measured by student surveys at the end of their participation year. The PWCA 21CCLC programs will embed social-emotional learning (SEL) into activities to build emotional management, empathy, teamwork, responsibility, and problem-solving to facilitate positive behaviors at school and out of school.
Objective 4.1 Sites will provide a minimum of two Family Engagement Activities during the school year for adult family members of enrolled students.
Objective 4.2 The project will offer weekly English language classes in partnership with Hawaii Literacy resulting in at least 600 possible attendances by adults, within the school year.
